NOTICE TO THE PUBLIC
Members of the public who wish only to view the meeting may watch the livestream of the Redevelopment Authority Citizen Committee meetings at w7hy.999lsm.net/granicus by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

Proctor St., Carson City, NV 89701. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.
AGENDA
1. Call to Order, Roll Call, and Determination of Quorum.
2. Public Comment
The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item.
3. For Possible Action: Approval of Minutes – February 7, 2022
4. Meeting Items:
4.A RDA-2022-0320 For Possible Action: Discussion and possible action relating to code enforcement activities in the Carson City Redevelopment Areas. (Hope Sullivan, hsullivan@999lsm.net)
Staff Summary: CCMC 8.08.070 identifies weeds as a nuisance per se under the definition of “litter,” and CCMC 8.08.100 sets forth procedures on the abatement of a nuisance per se. The Director of the Community Development Department will present information about proactive efforts to address the appearance and growth of weeds in the Redevelopment Areas and solicit input from the Redevelopment Authority Citizens Committee on further code enforcement efforts that could be beneficial.
4.B RDA-2021-0001 - For Possible Action: Discussion and possible action regarding Redevelopment discretionary funds budget allocations for Fiscal Year (“FY”) 2023 and priorities and objectives. (Hope Sullivan, hsullivan@999lsm.net)
Staff Summary: At its meeting of February 7, 2022, the Redevelopment Authority Citizens Committee made recommendations to the Redevelopment Authority regarding the allocation of undesignated Redevelopment funds and certain discretionary program funds. During this item, staff will provide a report on the Redevelopment Authority’s discussion of and modification to the recommended FY 2023 budget.
4C. RDA-2022-0321 For Possible Action: Discussion and possible action regarding Redevelopment discretionary funds budget balances from the Fiscal Year (“FY”) 2022 budget.
Staff Summary: Staff will provide a report on Redevelopment funding that was in the FY 2022 budget but not spent. This report will include explanations as to why the funds were not spent as well as the status of the funded projects.
4D. RDA-2022-0322 For Possible Action: Discussion and possible action regarding a proposed recommendation to the Redevelopment Authority on the allocation of additional funding to first-time special events that occur in the Redevelopment Areas.
Staff Summary: This item is for the purpose of considering whether Redevelopment money should be made available to first-time events as “seed” money to encourage more events in the Redevelopment Areas.

- RACC member reports and comments.

**PUBLIC COMMENT LIMITATIONS – The Redevelopment Authority Citizens Committee will, as called to order, each provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Public comment may be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak. Testimony from a person who is directly involved with an item, such as City staff, is not considered public comment and is not subject to the three-minute time limitation if imposed.
